Im going to be a sophomore next year and Im currently majoring in architecture. I want to switch to liberal arts, how difficult is this? Do I just fill out the change of college form and then meet with the liberal arts advisers in student division office?

I would ask my adviser but this week he's only meeting with 3rd, 4th and 5th year students because their registration is earlier and the advisers always take forever to reply to emails.

I’m pretty sure that is all you have to do. Liberal Arts is an open college, so you don’t have to apply, just fill out a form. You could probably just walk into the Gebauer Building tomorrow and do it yourself… no need to talk with your current adviser. Though I’m not sure why someone would want to change from the architecture school to liberal arts… but to each his own.
