Changing majors for UCs

in my application i listed all undeclared in letters and sciences because those were the only places somtimes for the undecided option, i can always change once i get in right?

Yes, but very difficult or impossible if it's outside of L&S.

how sure are u?, i noe its impossible from like forestry to engineering, but cmon

Engineering is a severely impacted, highly specialized department. In fact, it's a whole different school.

It's difficult to transfer in between schools in almost ANY university, so there's nothing new there. The ease with which you can transfer between majors within L&S depends on the school, and that varies widely between even the UCs. Generally speaking, though, impacted majors will require more of you in terms of performance in major-related classes, and may even flat out reject people who apply for the major without being declared pre-<major>. Check the policies of the individual majors.</major>

The most important things are: 1) getting your GEs complete; 2) successfully completing major pre-requisites; and, somewhat minorly, 3) performance in extra-academic (that is, outside class) topics (like doing research, or getting something published, or going to a symposium)

Of course, for the most part, it won't be a big deal to declare English and switch to Art History, assuming the prerequisites are met.

at a UC school there is no problem switching into any major in L&S. You've heard of "impacted majors" but that doesn't really matter.

If you apply as an entering frosh for one of those majors you're not accepted into the major, you're listed as being in the pre-major, such as pre-econ. For example, ucla says on its econ website "Entering students are classified as Pre-Economics and are eligible to apply for the major once they have completed the preparation courses and at least one 12-unit term in residence at UCLA."

In non-jargon terms, it makes absolutely no difference whether you're in the pre-major or undecided. Either way you have to meet all the prerequisites to get accepted into the major and it doesn't matter whether you do that while carried on the books as undecided or as pre-major.

And for the majors that aren't impacted, you just fill out a form (endearingly called "petitions" at UC schools) and you're in. If you're considering a change of colleges, such as L&S to Fine Arts or Engineering, its pretty much impossible.
