I am a recently admitted undergraduate student to UCLA with a pre-major in Sociology. However, I desperately want to change to pre-Political Science. Does my pre-major even matter before I officially declare a major? If so, should I change it before I even start classes next school year?

Your pre-major is irrelevant. It doesn’t stop you from taking any classes in letters and science, nor does having it give you any kind of priority for enrollment. There may be an opportunity to change it while you are at orientation, if not it is the simplest thing to do once classes start in the fall.

I think you can change at orientation. For the most part it doesn’t matter, but there are some popular classes that are limited to majors and pre-majors first pass of registration.
