<p>Brigham Young is another low cost private university. Univ. of Illinois-Chicago may be good. Arizona State may be good. Univ. of Massachusetts at Lowell is known for technology, but I think that the tuition is rather high for nonresidents.</p>

<p>UCB($25K) and UVa($26K) are rather expensive among state U's. There are cheaper options. The OP was quite clear that she is looking for cheap tuitions with good quality.</p>
