Is this doable? I'm really interested in both. But I have a scholarship that depends on me doing engineering. Can I still double major in philosophy?

Sounds pretty crazy to me. I really enjoyed Philosophy so I decided to get a minor in it. A minor is a lot more doable.

ChemE is hard enough to do alone. it is hard to double major in anything and engineering if it isn't related. I say minor too.

Btw, if you don't like engineering, you might not be keeping your scholarship anyway. If you don't like what you are doing, you prolly won't do well in it.

A double major would probably take you 5 years to complete, since ChemE has so many requirements.

I did chem-e & a liberal arts major in four years. Hard, yes. Just plan out your courses well (none outside either field), take a summer course or two to lighten your load (esp. senior year, when you'll want to have fun), and use AP credits.

PM/email if you want more specifics.
