ChemE Applying to Doctorate Programs...Need Advice!

In need of some advice for where to apply to graduate schools.

I'm a ChemE major (just finished my Junior year) at the University of Michigan and I'm applying to doctorate programs in either Chemical or Biomedical Engineering.

I have a pretty crappy overall GPA (3.3) because I screwed up my first couple of semesters. For the last 3 semesters, though, I have a GPA of 3.7. My advisor told me she can write me a recommendation and say I should be judged on my GPA for the past 3 semesters and not on my overall GPA... not sure if schools would do this?

Other Information:

-Female
-Recipient of Biomedical Research Fellowship (Summer 2010)
-I did an independent study in a vascular biology research lab all last year and my abstract was just accepted to the American Diabetes Association Conference (first author).
-I just started working in a Chemical Engineering research lab this summer. I am working on a project involving mathematical modeling of a receptor pathway involved in cancer.
-GRE:
Critical Reading: 700
Quantitative Reasoning: 800

Not sure if I have a chance of getting into any top 10 school (for either major)?

Thanks in advance for your advice.
