ChemE schools that only look at last 60 credits? bad overall, good last 60

I am a chemical engineering major at a top 20 undergrad school and I went through some personal and family issues around my freshman year which brought my gpa down quite a bit. but I have been able to pull it up somewhat recently, our engineering school is also quite tough so my low gpa is significantly higher than the average. This is my senior year and I am looking at ChemE grad schools that only look at the last 60 credit hours.

I have a 3.1 Overall (I think i can get this up to a 3.3 by the end of school) and 3.6 Major GPA in chemical engineering as well as a 3.8 in the last 60 credit hours GPA for my upper division courses. I have been looking at graduate schools that only look at your last 60 credit hours in a chance to help myself.

My GRE's are 800Q, 650V, 4.0W, I am not sure how much of a help this is given my situation

I also have been doing about a year of research and will have some well known professors write me LOR's

I wanted to ask what are my REALIST chances of going to a top 30 Chemical Engineering Graduate School (I am looking at UF, NC State)

Thanks guys!

What were the outcomes to this?

I’m on a nearly identical situation. 3.8 my last couple years and well my first year. I had a pretty severe hiccup my sophomore year though. I should be able to finish with a 3.4

What school did you get into?
