Chemical Engineering Grad school

I'm a chemical engineering major at a relatively unknown college in the Midwest. I'm really early on in my undergraduate years, but I'm still looking into my possible routes after graduation.

My dream would be to attend grad school somewhere in California, ideally UCSB, because of their strength in my field, and because I can't take too much more of the snow here in Ohio. I have a few questions though, because I'm afraid there are a few realities that may put an end to my dreams.

1) I'm planning on going for a Masters, not a PhD, and from what I've read on these forums Master's students barely ever get assistanceships or fellowships like a PhD student would. I really don't want to have to pay very much for graduate school. So is it possible for me to go for my Masters in some specialization of chemical engineering have a lot of it paid for by the university?

2)Secondly, I'm worried about the cost for an OOS state student at a school like ucsb. I know that OOS tuition there is crazy for undergrads..would the same be true for a masters student? I suppose this question is directed to any of the UC's.

3)And would admission for an MS degree to a school like UCSB(or any of the UC's) be more difficult for an OOS student?

Sorry if some of my terminology is off...I really don't know much about grad school admission/grad school in general. Feel free to correct me.

Thanks in advance for any responses.
