<p>I’m a fellow Indian male and I applied to Minnesota as an out of state student for ChemE too and got accepted with an in state tuition scholarship, so I would assume you would get at least the same. Don’t know about the others, though.</p>

<p>My son, with similar stats (3.96 UW/36 ACT, but fewer ECs), applied to Minnesota and Michigan and was admitted to both in engineering. If you are likely to become a National Merit Finalist, you should receive scholarships at Minnesota that is close to a full ride. </p>

<p>Admission to any of the Univ. you mentioned, with your impressive accomplishments, should not be a problem. Just have to wait and see who is likely to offer you substantial scholarships. BTW, Minnesota’s Chem E is highly regarded. Good luck.</p>
