First of all consider your college experience without just looking to the future job. Only you know if the UW campus fits you better than the Ohio State one. You will be in charge of how much you study, regardless of where you go. You need to visit the campus- first online through the UW website, then in person if you like it. Explore the website for answers, see if you can imagine yourself spending 4 years in Madison.

The ChemE program is suppose to be rock solid. Why ? I do not really know and would like to hear more discussion about it myself.

Why is it (and U. of Minn-TC) considered better than many of the regional privates like Northwestern, Rice, Vanderbilt, U. of Tulsa, and John Hodgkins?

Because they have better faculty and facilities. Many privates cannot afford a good broad engineering program. It's very costly. It has long been better at the large state schools.
