I am from China…if you are talking about how government officials were selected in Song Dynasty then yes, standardized test system from local to national. But how the dynasty was established? War. Of course it is much more complicated, but all goes down to power shift.
I have not encountered one time when CC is hard to launch. FB? Proxy rules…</p>
