I’m wondering if anyone has any insight on this subject. I’ve lived in the US for 16 years (I’m 17), but was born in Germany and am not a U.S. Citizen. I’m a permanent resident with a green card. I speak German and my whole extended family lives in Germany, but I’m pretty much American except for the citizenship. Would this hurt, help, or not be considered for scholarships/ admissions to colleges?

You are a GC holder so considered a PR for admission, at most schools this would be similar to citizens, but not all and some may not consider you for scholarships in the same way it treats citizens. Frankly, you should get on and become a citizen though, you don’t have the kind s of emotional ties to the mother country like your parents and the green card has it’s limitations on living overseas nowadays. I assume you can do that once you hit 18.
I think it depends on the state, if you’re applying to a state school. Most every college has a definition of residency on their web sites.
