<p>If what you're asking is will your attendance impress places like HPYS, probably not since most applicants to HPYS are smart enough to be able to attend CTY programs and many people at HPYS already have. In general, it's not a hook at HPYS if one attends an expensive summer program. One probably would stand out more in such an applicant pool by doing something like worknig a fast food job during the school year to help support one's family or to raise necessary money for college.</p>
<p>The summer programs that HPYS are most likely to be impressed by are those that are highly competitive and also are free -- programs like RSI at MIT and TASP, a humanities program.</p>
<p>Your attendance at the civic leadership program may, however, impress less competitive colleges where most applicants eschew summer academic programs and most applicants lack the SAT scores to be accepted to the kind of program that you've gotten into. At such colleges, your attendance at such a program could help you get merit aid or other perks.</p>
