You don’t need to pre-empt anything. 7 more days and you’ll know - switching now would just push things back farther.
You could know tomorrow or Friday! 
If he’s not admitted to UP, THEN you can ask he be reconsidered for Communication Arts/Science and/or (if you can afford it) summer session and you’ll know faster than if you switch now and he’s got to go through the whole process again as they wade throuhg all the EA decisions again.

If you’re not admitted for one major at UP, you can ask to be reconsidered for another (less competitive) major at UP (and/or summer session if you can afford it).
I think they are building up for a huge roll out.

Sincere thanks for your help! He did apply for summer and will gladly attend if that’s what it takes lol!
The Portal is not able to get on right now but i don’t really expect to see some huge surprises after it being fixed. Bigger Hope bigger disappointment.

The test-optional answer can only be changed by following the process outlined in the student’s MyPennState account and clicking the “Change My Test-Optional Answer” button; or by emailing admissions@psu.edu using the subject line “Change Test-Optional Answer” before an admission decision is made by the University.
This is the quote from their Q&A, so i Hope it means our decision has already been made but just have not been released yet

It doesn’t mean anything yet, hopefully it’s in preparation for a decision. My sister’s is also gone who applied DUS, brother applied Smeal and button still remains

so does it mean anything when it gets removed? like it’s too late to turn back and add it? I applied with scores so mine is still there. applied to smeal with solid 33 act.

We don’t know if it means anything, but it was nice to see something different in my portal lol. We think this could mean a possible decision coming soon, but obviously no one knows for sure. Tomorrow we will see.
