I am strong student with a GPA of 4.25 out of 4.5. According to my counselor, this GPA should give me a ranking of 8-10 in my class. However my grade is very smart, and I rank 18th. Will being in a strong class hurt my admission chances, or will the college recognize how good my class is?

You don’t mention what your rank actually is – e.g., 18 out 20 would mean bottom 10%; 18 out of 500 would mean top 4%. In any event you shouild not consider it an issue.Any higher ranked colleges are going consider your grades and course difficulty as important over rank and if your school has had applicants to the college before, it will already know about its degree of competitveness.
