Class Rank

I attended a rigorous private boarding school my freshman and sophomore year, but due to financial reasons returned home to go attend my local public high school for junior and senior year. It is a very good school as well but the GPA scale is extremely different. For example at my old school my GPA of a 3.8 for freshman and sophomore year was impressive and not many people had higher GPAs (the highest you could get was a 4.2), but at my new public school to have a chance at making top 10% you MUST have at least a 4.3 and most of the top students in my grade have around a 5.7. I have been reading a lot about how at colleges such as UNC Chapel Hill and others class rank is a very important admission factor. Should I not apply to schools because my rank is much lower than the norm or hope that they will take this into consideration? Has anyone else had this problem or known anyone in a similar situation? Thanks!
