I know that the CoE is extremely competitive every year and I am just worried that my overall GPA might bring down my admission chances.

Your best chance would be to bring up your GPA as much as possible, and retake your ACT. (Your ACT score is the more competitive score of the two) 30 is about average at UMich, see if you can take it again and bump it up a couple points. You didn’t mention your classes specifically, but for engineering, it would be really helpful if one of your IB classes is Calculus. Physics and Statistics would help you, too.

Being in-state helps you, but the competition is fierce.

30 is <25th percentile at CoE, median is 33. Did you apply EA? I think your chances are not good unless you improve your ACT composite to 32, math sub-score to 33-34, and have a stellar first semester GPA. (you will likely get a deferment from EA) I would definitely apply to MSU and Michigan Tech as backups, you will have no issues being admitted there.

Essays will be very important.

On the positive side you would be considered a first generation, presumably female, in state applicant so that will help you. Take the ACT again.

Your GPA is very school dependent so I would check Naviance to see if it is in range for your HS. You can check with your GC if you don’t have it. If you go to International Academy, WiHi or one of the other feeder schools your GPA will likely be fine.
