College Admission Guidance

I just finished my Junior year in high school with a 3.1 GPA. My overall unweighted GPA is a 2.8. I've taken the SAT once, and my score was 1430. I am planning to take it again. I've taken 2 AP classes and 2 honors classes. Unfortunately I did not pass any of my AP tests. I am also planning to retake my AP tests. I play no sports, but have been involved in a tutoring program(about 2 years), clubs and other programs in school, such as Puente and AVID. What do you think my chance of getting into a UC/CSU is? My dream school has always been UC Davis because I want to become an occupational therapist. Lately I've been looking into UC Merced and CSU's more but I've also been thinking about going to a community college after high school, even though I don't really wang to. Is there anything I can do my senior year to increase my chances of getting into a better school? What should I do? Where should I go? Should I just give up. Help please!

Also forgot to mention I have 132 hours of community service and I rank in the top 40 for my class. My senior year schedule, looks like this:
AP Government
AP Calculus AB
AP English 4
Physics
AVID 4
Leadership

UCD: Reach

Chico, Monterey Bay might be doable CSUs.
