College Admissions based on intended major?

Some of my friends told me that a college rep told them from UCLA (unfortunately I wasn't there) that colleges factor in intended majors during the admissions process? So like some students choose a major that isn't heavily populated so just they could get in, and then switch majors midway (apparently the schools have already noticed that).

True?

Majors do have affect admissions at UCs because of impacted majors:
[CaliforniaColleges.edu - Processing Applications for Impacted Majors](http://www.californiacolleges.edu/admissions/california-state-university-csu/processing-applications-for-impacted-majors.asp)

(I know this is for CSUs but it’s basically the same thing).

In other words, some majors have higher standards because so many people apply for those majors.

Is it only for UCs or does it apply to most schools?

unless they stated that intended major isn’t a factor, I believe lots of schools considered it as a factor.

UCLA considered the major and you can’t change your major once you start your first day of school.
