How do colleges and scholarship foundations look at grade inflation? My class' 50th percentile GPA is a 3.3. The most likely reason for this is that there are no honors or AP classes to filter out the better students, so everyone takes normal college prep. Does this make my 4.0 (or pessimistically, my 3.95) not look as good? Do colleges ever know about grade inflation like this? Will this hurt my admission since I may not be up to snuff for a college class?

They probably do. Most colleges have college representatives for each part of the nation, who make sure that the admissions offices know about variations in high school grading policies. In either case, I wouldn't worry about it.
