I hope to go to a good engineering school that also has a good jazz band. I prefer small colleges or colleges that have a family-like atmosphere to them. My gpa is a 4.03 and my ACT is a 25. I looked at Rice university, but it looked expensive and hard to get in.

What is your home state? What can your family afford?

Illinois, around 34k

Well that makes UIUC dicey which would be a great choice otherwise for engineering (not sure about jazz band). What about NIU?

Your ACT is pretty low for “good engineering schools”. Are you a junior with more time to raise your score, or a senior? If you have a junior with time to work on your score, what about Tulane in New Orleans? But you gotta hike that ACT up…

I’m a senior

It is a reach (you are just above the 25% mark), but Michigan Tech is a decent engineering schools where your score falls in the 25% - 75% range. No idea about the jazz band component, though… Worcester Polytechnic Institute is test optional. Again, not sure about the jazz band, just trying to flag engineering schools where you have a shot given your test scores.

Lots of colleges that come to mind are out of reach with your scores (Case Western, Purdue, RPI, Rose-Hulman).

Cal State Long Beach
Rowan University
University of Iowa
University of Oklahoma

You should apply to Iowa State it has a greet engineering school and it is cheap that a lot of state schools.
Its not to late to bring your act up and get some scholarships at ISU
