College for an army dude?

So, I just graduated my hs in May, and am going to join the army reserve doing a ROTC+SMP program.. I will be shipped out for basic 3 weeks later. I just want to know my chances and possibilities for the following universities. I'm not very familiar with college selection, but I do think that I will do very well in a decent university.
Here are my stats:
ACT: 30
HS GPA: 3.8 UW, 3.9 Weighted, top 5 percent of the class, most rigorous schedule, 10 AP classes. (I had some seniorities, and my senior grade dragged my GPA down...)
SAT: HORRIBLE
SAT II: Decent, around 700. </p>

<p>ECs: Environmental Club, Envirothon, founder for Student Against Genocide, Student page to the MD general assembly.
I'm going to enlist in the army reserve as a Cryptologic Linguist, Chinese. Pay grade: E-3.</p>

<p>Award: National AP Scholar, Certificate of Merit, student of the month, and other random stuff.</p>

<p>Will I be an ivy material if I boost my ACT score to 33 or something? And what college should I apply? I'm interested in international relations, philosophy, and comparative literature.</p>
