I’m currently a high school junior with a 4.8 weighted GPA and a 33 on the ACT. I’m looking for a good college for a dual major in physics and philosophy, which I understand might be a large workload, but by the time I graduate high school, I’ll have already finished my general ed and earned 2 associate’s degrees at my local community college. I’m inclined to attend a college in California, but I’m open to any suggestions. Much appreciated
Depending on what you are seeking in terms of college credit for the courses you have taken, Pomona would be excellent for your dual interests. With respect to physics specifically, Pomona produced an Apker recipient last year (https://www.aps.org/publications/apsnews/201808/apker.cfm). Consider Pomona only as a potential reach, however. If you do pursue out-of-state colleges, then a school with a notably flexible curriculum such as Grinnell could make a good choice.
The classic integrated Physics and Philosophy course would be at Oxford: http://www.ox.ac.uk/admissions/undergraduate/courses-listing/physics-and-philosophy
Very tough admit (13 students per year), but worth considering an application if you are sufficiently strong in math (college level courses and/or 5s in APs) and can afford to be full pay.
My daughter-in-law graduated with a double in physics and philosophy from Notre Dame. She loved her experience there.
Be aware that outside your home state universities (CA?) not all your credits may transfer, and you may have other ‘gen eds’ to complete. With the requirements of a double major you may have more college to go than you are expecting.
USC has a Philosophy and Physics dual major.

I was going to suggest USC as well. It has arguably the best philosophy program in California at the moment. USC is one of the very few schools that’s actively expanding its humanities programs.
