I would love to attend the best college I can. Living in California, this is fairly difficult. The state schools seem incredibly easy to get into, while the UC's are fairly difficult. So far, the matches I have come up with are UC Santa Cruz, UC Davis(?), and Cal Poly. Can you guys give me some ideas?

We have really similar stats, although mine might be a bit higher.
You can see my stats in my other posts.
I think as for cal states
cal poly SLO is said to be the highest ranked
csulb is a great school [I live in LBC]
sdsu is a pretty good school, lots of partying.
as for UC's, I am looking at UCSB-great location, party school, good education. It might be a slight reach, however, with your test scores, but theres a pretty good chance getting in, since your in state.
If your thinking of applying to UC Davis, try applying to UC Irvine as well, its lower ranked, but easier to get into, usually. I would think its again, a slight reach.
There is also UC Riverside and UC Merced, which are said to be the easiest UC's to get into. I would say that they are both low matches/safety for you.
UCSC would be a match, UC Davis maybe a slight reach.
If money isn't really an issue, think about Boston University, good education, location, not impossible to get into, EXPENSIVE!.
haha
For out of state public, Penn State-University Park would be a bit of a reach, since you are out of state. There is still a possibility you'd get in.
Hope this helped.

The good news for you is that you are guaranteed admission to at least one of the in-state UCs, so apply to the ones that interest you and that you think you are competitive for (so Berkeley is probably out, as well as UCLA) and hopefully you will get 2 or more acceptances and be able to choose :)

What were your courses?
Also just presuming there is a small correlation between GPA and SAT scores. You should plan on definitely raising your testing scores.

really look into EC's that will reflect your interests. Getting ones that are just to impress will do just the opposite.

I feel you have a fairly decent shot at your listed colleges. Maybe aim higher just a bit.

As for your SAT plan it sounds good, I am not sure how well the AMES seminar will help you in getting that SAT score, but if your willing to work, anything can happen.
