If we have a family member who is a legacy at a college, who do we talk to, in order to make the request.

Or if we have a friend in a college, who do we talk to?

What relation to you is the family member? I think only siblings or parents allow you to request a college.

You'll get a housing packet later in the summer. I don't think you're allowed to request being in a college if you only have a friend there, I think it has to be a relative.

In your housing package you can choose to be in the college of your legacy, or not be in the college, and you can also choose to be in the same college as another entering freshman (though you don't get to pick the college) - if you both request to be placed together (unless things have changed). DS chose NOT to be in DD's college, and low and behold (someone at Rice was chuckling ;)) he got placed in the rival college of her's. (And I predicted it......I know they have a sense of humor ;))

I think they tend to do that -- I know twins in rival colleges, and I think I know some siblings in that situation, too. Rival colleges tend to be located near to each other, so in some ways it's a good thing b/c they can stay in touch without impeding on the other sibling's life.
