Colleges that accept expelled high school students???

what colleges would accept an expelled high school student?
I'm just wondering because my friend who is a senior just got expelled for selling alcohol to other students. He is smart with a 3.68 weighted gpa and 3.57 unweighted. He was also ranked 57 out of 355. What colleges can he get into since his academics were above average and that this expulsion was the first discipline he had ever received?

most schools don’t, unless you can provide a really good essay explaining what you did.
but since he did something so stupid, such as selling alcohol to students… he don’t be getting into a top school

With his GPA and hopefully average test scores (21-26 on ACT) he could get into basically any state school and a lot of private schools. The key for him would be to just provide education information to the schools and maybe even including what he learned from being expelled. “I grew up a lot during my senior year because I made a huge mistake and decided I never wanted to drag myself down like that again…”
Please answer my post!
Thanks.

I think he got a 22 on ACT and 1700-1750 SAT
