I think you have a good list for her requirements. A couple of colleges you may also want to consider:
Ohio Wesleyan & College of Wooster- these definitely don’t meet her requirement of nice weather but other than that they may be worth checking out as they seem to check her other boxes and they both give great merit $$. Both have really pretty campuses and cute small towns adjoining them. They are both fairly close to larger cities. Wooster esp has a very academic vibe and I would describe the kids as a bit quirky.
Roanoke College- nice weather and a beautiful location in the VA mountains. Your D would receive great merit $$ and i believe they have an honors program. Kids seemed super nice when we visited.
My D is a freshmen at Elon. She had similar stats to you D and was looking for some of the same things (although she’s not opposed to parties!). She is definitely not preppy and has already made great friends, some of whom are preppy and a few are jewish (we are not) and she says most kids are very accepting of each other. She keeps telling me that she is so happy with her choice. Unfortunately, it was one of our most expensive options because they give very little merit $$. We don’t qualify for FA so not sure how they are with that.
