I really want to attend an art college for animation, however I don’t want to waste time and money on general education. Are there any good art colleges that don’t require general education?
You could look in the UK. Or specialized arts colleges.

A strong background in the liberal arts will help with animation, assuming that you’re animating stories. You will need a rich, deep background of knowledge and in life to create new, interesting stories.
Employers desire employees with refined critical thinking and communication skills. That is the purpose of Gen Ed or liberal arts education. Yes it’s important to have at least entry level technical skills in your field, but unless you are going to live in a very narrow world specific to your major, your career will likely evolve into hard skills and the softer skillset that include verbal and written communication, problem identification & solutions, etc. It’s not a waste of time or money.
The Rhode Island school of design might be a good fit
Your non studio type requirements are only 9 credits of film and art history area and 9 credits of core liberal arts like philosophy etc.
But ask around They might look for more than that and I’m misreading this.
