<p>A few colleges (e.g. Wellesley) do require recs from English teachers but the ones that you want to apply to may not (most colleges don’t). </p>
<p>Just check the requirements of the colleges you are interested in.</p>
<p>If you are not giving toefl then it is preferable to have a reccomendation from your English teacher and ask her to mention the quality of your spoken English</p>
