A lot of colleges have Fashion Design as a major now, and that's nice, but what art colleges have a good Costume Design department? It doesn't matter if the department is separate from the Fashion Design department or not. I only know of MICA, Pratt, and RISD that have any costume design departments at all, so any impute would be fabulous.

pratt and risd are solid schools, but i’d also check out parsons. i can’t remember if they’ve got a special costume design department, but you can be as ready-to-wear or as theatrical in your designs as you desire. parsons focuses first and foremost on concepts, with actual execution (ie: sewing) coming in a bit later.

i don’t know if fit offers costume design, but that’s a somewhat more ready-to-wear/marketing type school. i wouldn’t recommend it for anyone looking to go into creative sorts of fashion design.

Totally FWIW - a friend of mine (Northwestern theater major) is now a costume designer on Broadway, and has won some Tonys for her work.

Many theater departments have costuming programs/majors, or work in conjunction with fashion design. One girl I know is majoring in fashion design with an emphasis on costuming at Syracuse, in conjunction with the drama deparment. Ithaca has a Theatrical Production Art BFA, with a concentration in Theatrical Design.

You may wish to contact theater departments directly.
