If I apply to a major to certain college within a UC (such as College of Letters and Science) would I be allowed to change my major to one that's at a different college (such as College of Engineering)?

You would have to apply to change; it may require a high GPA if the “to” college is more selective than the “from” college. For example, at Berkeley, read these about switching into the College of Engineering:

Note that some Berkeley College of Engineering majors have similar majors within the College of Letters and Science:

Engineering EECS: L&S Computer Science
Engineering IEOR: L&S Operations Research and Management Science (note that this is a capped major that requires applying to declare)
