<p>I hope no one here thinks I'm being tough...but...if your child applied to an OOS public university, you KNEW you were from OOS, and that you would not be paying instate tuition. That is the way it is. If a student wants to pay instate tuition, there are several options...first go to your own instate public institutions, second apply to a school which is part of an state school cooperative arrangement whereby students from nearby state u's can go to neighboring u's for majors that are NOT offered at their state u, third pick a university that awards instate tuition to students who get certain $ amount scholarships and get one of those scholarships, fourth move to the state at least a year and a half before your child matriculates to the college. Any other way to "establish residency for instate purposes" is likely gaming the system and is unlikely to succeed.</p>
