Can I apply to Columbia General Studies if I am a high school senior?

No. GS is only for those with a gap of a year or more in education.

If you're a senior now, the deadline to apply has passed for SEAS and CC(it was January 1st).

I can only imagine two reasons for you asking the question: either you think it's easier to get into GS, or you just realized you wanted to go to Columbia after the deadline has passed.

If the former, think again. While GS has a higher acceptance rate, the pool is very self-selective and has people with a lot of unique experiences(veterans, actors etc.), so you don't necessarily have a better chance of getting into GS than into SEAS/CC even if you could apply. Moreover, financial aid at GS is very insignificant when compared to CC/SEAS.

If the later, my advice to you would be to attend your top school, and if you really want to go to Columbia after your first year, apply as a transfer student.
