Columbia? Should i do early decision with a low ACT score?

I am wanting to apply early decision for columbia. I am ranked 3rd in my class and i am involved in extra curricular activities (Band 9-10th, tennis 11th, robotics 11-12th, NHS 10-12th, and a few other clubs). My community service isn’t the best, I’ve volunteered at a local church and helped with the children 9-12th. I have other community service but i do not think it’s worth mentioning.
My ACT score is a 27, super-scored: 28
GPA Weighted: 99
I am a hispanic female wanting to major in physics. I live in Texas close to the border of Mexico, about 30 mins away. I am not first generation, my mom has her masters but she makes about 48000 and provides for 4 kids.
I know what will be holding me back is my ACT score, i am taking it again October 22. I have seen other forums and URMs got accepted with 28s and 29s but i still feel like my score is too low.
Also, for the personal essay, should i write about my life near the border? I do not know if i should play the race card or not. So I would like y’alls opinion. What do you guys think would be best?And should i submit my application early or do regular decision with a higher ACT (most likely i’m going to get a 28-29)?
