I was on the Transfer Admissions information for Columbia and I found that it said “Candidates with more than four semesters of college coursework elsewhere are not encouraged to apply. Columbia’s academic requirements and institutional policies make completion of all graduation requirements in a reasonable and timely fashion unlikely.” Does this mean that they don’t accept junior level transfers?

It means you have a shot at transfer admission if you apply NLT your sophomore year somewhere else. You’d transfer in as a junior.
