common app delays at some schools, not others

My son applied to 3 schools as a transfer. He wants to start in January.
All 3 schools used the common app. Two of the colleges downloaded the applications on time. One of the school, RPI, has delayed downloading until 11/15.
Problem: my son has been accepted at the other two schools and they want to be notified as to whether of not he will attend by Nov.22 and Dec.1 respectively.
But RPI,(his 1st choice) the one that has delayed the whole process will not have any decisions made for transfers for 3 or 4 weeks after Nov.15th which is well after the deadline for the notification deadline at the other schools! After talking to an admissions counselor at RPI they said they are going to TRY to download on NOV.15, but they can't make any guarantees... Other than they will do transfer students first.
This is sooo frustrating. My son paid $70 to apply, it's his 1st choice and we need to compare financial aid packages as well.
We will ask his 2nd choice school if they can give him more time to decide because of the situation. But I think they probably can't give him past Dec. 6th to make up his mind because I saw on their website that Winter tuition is due. (This college has tri-semesters and the winter session starts Jan,6!)
Is anyone else in this situation because of the common app problems??
ANY SUGGESTIONS would be appreciated!

This is normal. It is up to the school when and how frequent to download.

BUt what is a student to do when one college expects a decision from the student before the other college has even made a decision as to whether that student is admitted? RPI regular date for notifying students on website originally said November 1st , (the same as the other school). They said they delayed downloading commonapp because of problems until (they hope) tomorrow, Nov.15th. He has a 4.0 at his community college in engineering sciences and a year long engineering internship doing research. We think he has a good chance of being accepted at RPI. We really need to compare financial aid packages!
What should my son do? Is it a good idea to ask the school he has been accepted at to give him more time to decide … until he gets a response from RPI. Is that something that routinely happens?

I guess there is not much you can do.

Why don’t you guys just make a deposit to hold the place until he gets an answer from RPI?
