I am extremely confused. I'll get grades from my first term in about February, after admission deadlines. Should I just get both of these forms (Midyear Report, Final Report) sent to all of my schools even though neither will have any grades? Do I need to resend them when I receive grades? Sorry for asking such a dumb question but I need to soon because I've got to submit all my forms to my counselor tomorrow and our conseloring department isn't exactly the most accessible in the world.

Your guidance counselor sends out the midyear report with your transcript when you get your second semester grades.

Your guidance counselor sends out the final report with your final transcript in June to the school you've gotten into and are going to attend.

bump (can someone else confirm this?)

Chevda's right - those forms are for you guidance counselor to send to schools once the grades are in. Schools like to make sure that you do not slack off senior year, and some schools will withdraw offers of admission if grades decline too much.
