A bit of a silly question, I think, but I can't really seem to find the answer even after using the search function.
How do the College Official's Report and Instructor Evaluations work? Do I give them to my professors and have them mail it somewhere after they fill it out? Or do they have to make copies for every school I'm applying to?
Also, who am I supposed to give the College Official's Report to? I've never even met my Dean (which is good, I suppose), yet the form asks for certain information that she could only have if she knew me in person, such as a rating for "Personal qualities and character". Finally, how would one go about asking for a college official to fill this out without offending them? The last thing I want is the dean angry at me while she fills it out.

The deans rec is more to prove that you don’t have a bunch of disciplinary marks against you and that your in good academic standing (paying your tuition).

Agree that the COR is really just to assure that you’re a student in good standing. Who fills it out varies with the school, it could be the Dean, your advisor, etc., you need to ask and find out. In most cases, schools don’t have a problem with transfer papers and don’t take offense, but I have occasionally heard of students having problems with their school sending them to the right person to fill out the form. And my own D1 had a problem of omission with her honors advisor who filled it out and assured her that she would not ‘sabotage’ her application.

Usually you can give your Instructors a hardcopy or electronic link to the Instructor Evaluation form. They can fill it out without the signature, make copies for different schools, and then sign them all.

I think it’s easiest if they put them in envelopes, sign over the seal, and give them back to you and you can do the mailings (you could mail your transcripts, LORs and COR all together). If they prefer to mail them, provide your instructors with labeled envelopes (I suggest putting your return address, not your profs); just be sure you provide adequate postage.

But applicant’s signature is also required. Can I just type my name in like everything else on computer? Is it informal?

^Thanks for catching that!

Correction to my above post, the student must print out the IE form, fill in the top (with signature) and then give that copy to the prof to fill out. The prof can fill it out ONCE and then make copies.

So, if I’m applying to 7 different schools, do I just print out a SINGLE copy of IE form, give it to the professor and let him/her fill it out and make copies of them?

Should I make my professor mail the instructor evaluations, or should I mail them myself after I receive the copies?

Yes, only print out one form per professor/dean. They will then make the copies. If you’re trying to send everything together in a bundle (transcript, dean rec, and professor rec) give the professor an envelope so the professor can seal it and sign the seal. If not then just give your professor an addressed envelope w/ the correct postage on it.

Okay, one more question. So, if I’m applying to X University’s College of Engineering, should I / my professor send the IE to X University’s College of Engineering, or can the IE be sent to X University in general?

Depends on what the college website says. Where are other parts of the application going? Do they give specific details about where to send the IEs?

I guess I am going to send it to the Office of Undergraduate Admissions… how do professors normally send evaluations though? Do they mail them or is there any way to submit the evaluations online?

Hard copy, the CA does not permit transfer LORs to be submitted online.
