I know on the UMass website and the UMass supplement form it says that you should submit BOTH your SUPPLEMENT and the actual APPLICATION together wither online or in the mail (sorry I don't know why I emphasiazed that with caps lock). Well I submitted my supplement online, but my counselor just told me in order to get the fee waiver I need for the fee, I have to send in the application by the mail. Is this going to be a problem for them? Is it going to delay my decision or anything like that?

Pretty sure your counselor is incorrect. I'd call and ask but I think there is a place on the common app to indicate a fee waiver. Then later you have to send in a paper fee waiver request but that is separate from the app. You definitely want to send both the app and supplement the same way - so I'd send the app electronically and indicate you want a fee waiver on it. Then send the fee waiver request via regular mail, that's all.
