<p>Uh… not true.</p>
<p>The only applications you can use are the common app or the universal app (which I think is like a less popular common app). You still have to do the required Penn supplement which has two additional essays (one which is optional), including an essay specifically about Penn.</p>

so you would apply to, lets say 10, colleges using one common essay. You then submit supplements as well for each one including the Penn suplements?</p>
<p>If they had supplements required, that is correct. Each supplement most of the time contains essay(s) of its own.</p>
