Common on! Transfer to Emory

Hi.
I am a Korean male and Georgia resident.
I am currently attending Georgia Tech and majoring in Business.
But I am thinking about transferring to Emory because I just found out that my true interest is in history/economics which Emory has as a joint major.
I guess this 'major issue' is good enough to give me a reason to transfer to Emory.
In addition to the major, Emory is attractive to me becasue of the Carter Center. After college, I am certain that I will study International Relations. I think that the Carter Center would help me to understand more about international issues in some ways.

Ok,
College
Current GPA: 3.2 (I know it's low)
Probably decent recommendation

High School
SAT I: 1400/1600, 2020/2400
SAT II: Math I 740, US 610, World 740
GPA: 3.7 unweighted
Rank: 22/456
Few awards/clubs

P.S.
Is being a male and Georgia resident helpful?
Is it better to apply for Fall or Spring? (I think that I would have a better chance in Spring)

As Emory is a private school, the understanding is that they do not show in-state preference. However, with regards to your GPA, though it is a bit low, Emory is certainly aware of GA Tech's harsh grade deflation and will take that into account.

Is there really GA Tech's harsh grade deflation?
My friends keep telling me about it, but I thought they just defend themselves from not getting good grades.

yes tech is grade deflated
