How much consideration do the UCs give to community service/volunteer work in evaluating an application?
According to the Common Data Set for UCLA and UCB, they are important which is the 2nd highest of four categories.

UCs focus tightly on GPA so, some - but, it won’t offset low grades.
UCGPA is the primary gate. If you are below the published range your odds are really long.

As you can see from my post, Community service is part of the UC application review, however as noted by @NCalRent UC GPA, HS course rigor and the personal insight short answer questions are consistently VERY IMPORTANT to all the campuses.
