Do top-tier colleges compare applicants from the same school, or do they look at them individually?

Individually.

Why would a school that is looking for the best candidates self impose artificial caps because two applicants happen to attend the same HS? That would be an injurious policy. More likely, kids who attend the same HS may seem very similar so the college doesn’t need to get 3 similar kids.

The definitely compare, your classmates are your first line of competition.

My HS has about 12 ppl applying SCEA Stanford.

Stanford definitely compares classmates to each other, WHICH CAN BE A PLUS.
