Competition between students from the same state

Getting into college is a competition with students from around the country(and the globe). But how much does regionalism competition come into play? If two students from the same school, same city, or same state applies for the same college, would they be compared more critically to each other than with students from out side the region?

I know that in the end it comes down to yourself and not about others whether or not you may get in. But for states with really low acceptance numbers, wouldn't regionalism be important?

Can someone enlighten me on this?

As far as I know, an admissions officer is in charge of a region which consists of two or three states. He or she then picks the applications he or she likes to present it to the admission committees. So you are being compared to the students in your region or so I believe.
