<p>I just saw this today at Valdosta State University, a Georgia school near the Ga. - Fla. line. <p>It’s best for Georgia residents since the HOPE scholarship will pay tuition, but it sounds like they will give you a dorm room every year + $5000 for food, books and expenses. You have to have a 1300 SAT or 29 ACT to apply, and they’ll give 5 per year starting with Freshman in the fall of 2014.</p>

<p>What about the Eugene du Pont Memorial scholarship at the University of Delaware? It covers tuition, room, board, and fees for four years, plus $375 per semester for books.</p>

<p>^ Although I can’t find it explicitly stated in the U Hawaii website, I’m pretty sure that the Regents scholarship is only for Hawaii residents. Looking through the list of past Regents scholarship winner, you can see that they are all from Hawaii high schools. On a press release from UH, it states, “The UH Board of Regents established the Regents and Presidential Scholarships to support Hawaii students with a record of outstanding academic achievement. Its intent is to retain the best and brightest of Hawaii’s students here in the islands to attend the University of Hawaii and provide a quality higher education experience so they may go on to share their academic and personal growth with the state.”</p>
