When one applies to transfer to a university, does that school factor into its decision the competitiveness of one's current school?

Let's say a person has a choice of three different schools, each one more selective than the last. Let's also say that it is assumed this person would receive a 4.0 in their first semester at any one of them. The person would then try to transfer to a fourth even more competitive school. Would the school this person is trying to transfer into really consider the selectivity and prestige of those schools, or would the most important thing be that the person receives a 4.0, regardless of which school it is from?
