Computer Engineering at Delaware?

My son has been accepted into Delaware Honors Program with 8K/year. Also accepted into:

Penn State (not accepted to Honors)
University of Maryland (Scholars, not Honors)
Cal Poly SLO (for consideration into Honors at Cal Poly he would have to register to attend first).

We have not heard yet about any $$$ from remaining schools and I am not sure if this means they haven't completed financial packages yet or if son did not get any.

My own ranking of these schools based on my perception of Computer Engineering is:
Cal Poly SLO - sons first choice but so far from NY
UMD
PSU
Delaware - sons 2nd choice

and ranked by cost:
Delaware
Cal Poly SLO
UMD
PSU

I think Delaware is a great school and a great option for my son but wish I thought better of their computer engineering department.

Anyone with any thoughts on Delawares CE dept?

Penn State and UMD have roughly equal academic reputations in Computer Engineering, with Penn State having a slight edge in overall Engineering reputation. I would place both of them over Cal Poly SLO. Delaware's graduate program is not ranked in the top 65, so they pretty much have no reputation in CompE.

How can I compare Cal Poly SLO with UMD and Penn State for UNDERGRADUALTE COMPUTER ENGINEERING when they are not in the same lists?

Cal Poly SLO rankings:

Undergraduate engineering specialties:
