So, I read that Cornell offers Computer Science through both Engineering and Arts and Sciences. Are these two different CS majors or is it one major affiliated with both colleges? If it is two majors, what are the big differences between them?

The only real difference comes with the college's requirements (more math courses in Engineering vs. art courses in A&S) and with the degree you ultimately get (BS in Engineering, BA in A&S). All of the major requirements are exactly the same, and the name of the degree probably won't matter at all.

Oh, that's cool. Because I'm interested in computational linguistics, but I'm terrible at math. I'm sure I'd have to get better either way, though.
