I was recently admitted to UCI and UCSD, however, I was admitted to UCSD undeclared because both my major and alternate major are impacted. I have to make a decision between the two even though I really want to go to UCSD, but I don't want to wait two years to apply for the major in my junior year. I e-mailed the CSE admissions department there and basically asked if there is any possibility that I could be admitted my freshman year and blah blah. This is the response I received:

"I'm extremely sorry for the inconvenience this is causing you, I know the deadline to submit your SIR for your school of choice is coming up and having confirmation of your major of choice is crucial into choosing what school's offer you will end up accepting.

As of right now, we have not been able to set up a plan with the University. We are trying our best to set up a plan as quickly as possible. We want as many students as possible to be in our CSE dept. and we know it is frustrating for you to not have a clear response.

The last thing I want is to give you false information, but do know that their are many impacted majors at UCSD who students don't usually have a problem getting into their freshman year.

Personally, I was accepted into UCSD last summer, but wasn't into my major of choice which was Biology, the most impacted major at UCSD. About one month before I started my freshman year in September, I received an email letting me know that room had become available and they had automatically changed my major from undeclared to General Biology.

So don't worry too much, there's a high chance you will get into our dept.
Sorry for the lack of information."

I talked to some friends that all said they are just trying to sell me into going to UCSD. Does anyone here on CC know if being admitted like this is possible/probable? I need to make a decision within the next week or so. Thanks in advance!
