How in the world do you apply for it? They sent me an invitational letter. I filled it and mailed it. Do they mail me an application? Thanks.

If you got the invitation to the Honors Experience Day that is being held this Saturday, then you're already in. They invite students directly out of high school based on their UC application. If you don't make it in initially, you can apply, but only after you've already gotten at least one quarter's worth of grades at UCI.

Oh, so I DON"T have to apply. I'm already in? (I got the invitation but there is not way I can make it. Will that make a differnece?)

The only difference it will make is in your decision. Obviously if you've been to a campus and attended all of their presentations and stuff, you'll be able to make a more informed decision. But if you can't make it out there, it's not like your invitation will be revoked or anything. But if you are ever in the area, you should definitely call the CHP office up and see if you can arrange a visit to their office to get some of your questions answered (or you can just post them here and I'll give them a shot!).

Yah I just got a card today from a 3rd year guy in the honors program. He basically wrote a postcard describing how great the honors program once : you get to choose your classes first, you get guaranteed housing, etc. i am unable to go to the informational event this weekend, but i am thinking about going for the honors program.

Did the guy include his email? You should write him back and ask him questions. That's a good way to learn more about the CHP and UCI if you can't go to Honors Day.

I haven't heard anything from UCI regarding their CHP. I know I'm already accepted into UCSB's, and UCLA has invited me to apply to their's. Does this mean I'm not eligible?

I think if you haven't heard by now, you won't be invited. But I know in years past they sometimes go back and invite a few more people if they don't hit their target number.

Do they invite transfer admits to the program? I was admitted, and I'm in good standing with my current college's honors program and a 3.5+ gpa, but I haven't heard anything...

Transfers are not looked at during the review process, but may apply prior to the beginning of the school year. Contact the honors office at honors@uci.edu to see how to get ahold of an app (although I think you can get one off their website). You'll also need to turn in a transcript from all previous college work. If you can get letters of rec for your current college professors, that would be helpful, although it's not required.
